Driving on the wrong side of the road usually has immediate consequences - specifically, you won't be able to do it very long before you and your vehicle get squashed like a bug. Hence - most people drive on the proper side of the road - and would do so without a law in place.

Driving while talking on a cell phone does not have these immediate consequences - and as you can see - people act accordingly and get away with whatever they can - even with a law in place..

My analysis that a law has little to no effect is absolutely correct.

Right, just like comparing this to drinking and driving. You drive on the wrong side of the road and I'll drive while on my phone and we will see who gets killed first. There are already state laws to enforce careless driving, no need for a federal ban on cell phones.
