There probably isn't a study on it because it's common sense. Ask any cop or emergency worker how dangerous it is to be on the side of the road. Just like you and your cell phone story, I have a friend who was killed because she park on the side of the road. Just watch a few dash cams on youtube and you'll see plenty of car in the traveling lane take out a car on the side of the road.

I'm not disagreeing that it's distracting, but it's not any more distracting than talking to a passenger, and it's clearly less distracting then most other things people do when they drive. That's why we have careless driving laws. If someone is driving carelessly while using a cell phone then ticket them.

The worst offenders I see are the cops on the phone with their girlfriends or babbling on the radio, but I'm sure it's all good because they are wearing the cop costume and keeping us safe from ourselves

The worst is when they're on the toilet in a public restroom. I can't image who they're talking to...
