That's because they can't control many of contributors to low test scores, they don't want to be evaluated on someone else's parenting skills. I'm all for being evaluated on test scores if it compares what Johnny Smith knew at the beginning of the to what he knows now. It is unfair to evaluate me based on whether Johnny Smith does as well as Johnny Brown.
Well RTT does just that..student scores are part of the teacher evaluation and states have to provide that detail to the Dept of Education. NYC did that and I believe they use student scores as 40% of a teacher's evaluation. The union sued over this and NYC has asked DC for a 1 year waiver on this to work things out with the union.
I didn't like RTT right from the start because of this. But there was much lauding that this was so much better than NCLB.
No. RTT actually requires more testing and teachers are held accountable for student performance.
Like it or not..33 states have embraced RTT. And as we approach 2014 and NCLB's mandate of 100% more states will go with RTT.
The Chicago teachers will not be able to escape this type of evaluation.
There is a base that teachers must attempt to get across to their students, those tests are not based on anything more than a base....and the students are still not passing...
Oh, and if you disagree....then why are all the other teacher around the United States not complaining?
Anyone who goes into a low performing school has a greater potential to get a bad review even if they are the best teacher in the world.
Doesn't matter though..these teacher evaluations based on student scores is part of Obama's RTT.
NYC got the NCLB waiver and had to go with RTT. Now that they have RTT they are not happy with it and have sued.
RTT waivers are just going out this year. NYC embraced RTT last year so they have their new rules in place. Watch as more states implement this and work student scores into their teacher evaluations.
They you'll see more public outrage in the press about this.

A teacher's work day is somewhere around 7.5 hours in a school building. Any decent teacher has to put in a lot more hours once the work day is done.
I was a teacher for 37 years, my children are now teachers. All of us work(ed) after school, at night, and on weekends - donated hours of work without which no school system would survive.
There you go. Most kids can't read, and just over half graduate. Those "not-so-decent" teachers are probably cutting out after 5.5, dontcha think?
It's almost worse than pay -- the teachers do not want to be held accountable for their poor job performance. Kids failing on stardardized exams isn't something they want to be responsible for in any way.

ray1945 is right though. There's a lot of paperwork teachers must do now to "track the kids" for NCLB.
And there's even more for RTT which is coming down the pike.
A teacher spends more time with stupid, but required, paperwork than they do actual teaching.
And they get no time during school to do it so it must be done at home on their own time.
What if you had a job where you had to document everything you did but couldn't do it during work hours ? You'd be pretty p*ssed that you had to do work stuff at home and not get paid for it.

Got it. When the students turn out uneducated, it's the parents fault, not the teachers. When those kids go on to jobs, it was the teachers that prepared them for work (remember "you didn't build that? Teachers prepared your workers for you?").

FWIW..NYC teacher union has sued over this.
But this is the future like it or not. Between NCLB's 100% passing and RTT student scores used in teacher evaluation you are going to have many a good teacher decide to throw in the towel.
Once again the corrupt, greedy, unions try to take over with their demands.
Obama will of course back them as he needs the union vote.
The school system should give every one of those lousy excuses of teachers one day to get back to work or fire them immediately!! I am sure there are plenty of good teachers needing jobs that would gladly take the pay and benefits those losers are complaining about.
