Well it certainly does look that way.
Congress has not been called back.
He doesn't want to wait for the UN investigation; says their report is not credible; has Rice and Powers trying to cancel it and have the inspectors leave Syria.

So yes, he seems to think he is the decider and doesn't need anyone's ok to make his decision.

Go read the last 2 WH press briefings and you'll see that the WH doesn't care and has a justifiable reason for not needing anyone's OK.

The real problem with most of what the Obama Administration does (and the support from Nancy Pelosi and Harry Reid) is that it ALL based on Politics .... their Politics.

Think about it .... the IRS, NSA, ObamaCare, DOJ suits against States and political donors and even our National Security. It's ALL political for them. That's the really scary thing.
