best way for states to make money on weed is to tax it reasonably, weed should not sell for more than 3 to 4 dollars a gram!! that will almost totally rid the black market from taking up a huge percentage of the sales. and keeping all the money in the country.. people that buy imported weed import a big chunk of the money to the country that sold it.. greediness makes no economical sense..
