Laws require that they be funded or they are not laws. Our laws on illegal immigration are not and have not been funded at a level that would allow for enforcement. After almost 30 years of failure to enforce it is no longer doable.
And the longer we let it hang the worse it gets...

They don't have to. It is easier to nudge them out. Right now, illegal aliens can receive food stamps on behalf of their US born children; take that out. They can get driver licenses in some states; take that out too and confiscate their vehicle if caught driving. They can enroll their illegal alien children in school; no more. They get free emergency medical care; make them pay back the hospital bill. Threaten companies that hire illegals with immediate seizure and/or jail. Give illegals six months to pack their belongings and leave; after that, seize their assets.
The point is to get as many illegals as possible to self-deport. More illegals self-deported during "Operation Wet back" in the 1950's than were forcibly removed by the US government.

What you are proposing is mostly unconstitutional. And what is not requires legislation and some funding. None of that is going to happen. Just as the antis prevent resolving the situation so do the pros.
So either a deal or it stays as it is. And that says it gets nothing but worse.

So you'll still have to expend more money and energy... Either way, you will need more government agents enforcing whatever methods you want. Who is going to follow up and make sure they pay their medical bills? Who is going to make sure no illegals go to school? Who is going to watch over them in jail?
You are wanting a large expansion of government power without even realizing it.
America has always loved cheap labor, legal or illegal is merely details to those in charge of building residential and commercial space, logistics, agriculture, and livestock. Legalize them and get over with it.
