Shoot to injure?? I took criminal law in college. Police are trained to shoot to neutralize the threat. Not injure it. In a life or death situation .... if you injure the threat. They can still kill you....
Ah yes, why didn't they just shoot the gun out of his hand like they did in the black and white westerns?

Now me personally, I think the officer should have just used his phaser set on stun.
Either that or I've seen several martial artists on TV dodge bullets and this one guy NEO just stops them in the air so honestly why shoot anybody when we could just train our cops to do this?
Almost impossible to do in the heat of the moment. Real life training is to shoot at center mass to maximize the possibility of hitting the target and maximize effectiveness.
This is it in a nutshell. If the cops can neutralize a threat without using lethal force they can use tasers, pepper sprays, non-lethal beanbag rounds, etc. If lethal force is called for the most sensible tactic is to aim for center mass. This is what every cop in the country is taught (or should be).
Let's see the video. The police officer that shot Tamir Rice said he pulled a gun on him also but he lied. He lied and got away with that lie so there is no reason for others to think they cant do the same.

So they blew one of them away while just allowing the other to go home? Sounds like another case of "hey, they are black, let's stop them".

The police were called about an armed robbery. There is no evidence of random stops.
