Then why is the department's Chief speaking out on the matter? Why is the officer under investigation? What purpose does it serve to set yourself up to look bad?

It is not. Deadly force is the top of the escalation ladder, after all other means have failed or cannot be deployed. This guy jumped right away to the top of the ladder.
The cop didn't see this guy pay for the item, only saw him reach over the counter to grab the mints instead of the sales clerk handing it over. The clerk should have spoken up sooner. THE COP APOLOGIZED.

Yup......I was most upset at the clerk. He could have easily diffused the whole situation by just telling the undercover officer that he paid for it. That was straight up weird and really strange the way the clerk acted. Congratulations to the guy for keeping his cool and not giving the wacko undercover an excuse to do anything.

i have been in the clerks shoes, and when someone pulls a gun and points it at you, your mind races a mile a minute, with all kinds of thoughts going through your head. and even though the whole situation lasted a few seconds, it probably seemed like ten minutes to the clerk. the clerk was probably wondering if he said something, the guy with the gun might turn on him and use deadly force.
and it is a legitimate concern, since anyone willing to pull a gun over a pack of mentos, is not right in the head and just might do anything.

You bootlickers never cease to amaze me. The cop pulled out a firearm and pointed it at someone for a $1.50 pack of Mentos. The customer was not a danger to anyone and even if he had been shoplifting, why pull a firearm?
The clerk probably had no idea what was even going on until about halfway into the incident.
The officer should be fired for his idiotic actions. I'm betting we'll be seeing him in the news soon enough for shooting someone for failing to wear a seatbelt.
