President Donald Trump signed a memorandum Tuesday claiming that undocumented migrants should not be counted in the census for purposes of deciding how many members of Congress are apportioned to each state – though the practical impact of the president's expected move is uncertain at best.

Foreign nationals who are living in the United States unlawfully have no business in the United States and their numbers should not be used to make policy. They aren't supposed to be here.

There numbers are not used to make policy, but for determining how many House representatives each state shall have.
I mean, slaves were not considered citizens, or even human, but they were counted (or, each slave counted as 3/5ths of a person), in the census.

you do realize the amount of representatives a state has equals more power in Washington and the ability to make Policy. Is basic civic knowledge so lacking today.

With slaves, there was an agreement between the states when the constitution was ratified. There is no such agreement between the states currently. So now a state can float federal immigration law, and increase their representation against other states? No, that's not fair. Sorry California.
