the census is to count CITIZENS, and Permanent non-citizens (ie here on a visa)
"undocumented"...ILLEGAL immigrants… are illegal, and undocumented..therefore do not actually permanently reside anywhere in the US
think of it this way.... I live in NY, but also own/rent residences in TX, FL, and PR...should I be counted 4 times as they are all legal residences....should I be allowed to vote 4 times too???

think on this for a second...
the census is a document...it is in fact a federal OFFICIAL document...
therefore they (the "undocumented") will now (if they participate) be officially documented that they entered/ overstayed in the USA ILLEGALLY....
if they participate, they CAN NOT be classified as "undocumented" because they are VOLUNTEERING to be documented... and we can now officially document them as illegal

An undocumented immigrant is someone who has immigrated from one country to another without official documentation. It seems pretty straightforward but I know some people can struggle with unfamiliar terminology. Anyway, now that you know what an "undocumented immigrant" is, perhaps you can add something useful to the discussion.
They aren't "undocumented" as in the topic title either. They are illegal aliens and you are correct in everything you stated. My question is how does the census determine who is here illegally and who is not?
Oldglory---Everyone is supposed to fill out a census form, even illegals. On the form, they are supposed to state their immigration status. I suspect that most illegals won't bother filling out the form or talking to a census taker.
