They aren't "undocumented" as in the topic title either. They are illegal aliens and you are correct in everything you stated. My question is how does the census determine who is here illegally and who is not?
Looks like the Pubs are back to gaming the system. That might be the only way they can win going forward, given the nation's demographic changes. I expect this will be settled in the courts, and not to this administration's liking.

It will get tossed if it goes to court. I would like to know how he thinks they are going to find out who it legal or not. I guess he is doing this to appease his base.
By undocumented people you mean documented mexicans? Documented people on extended vacation past their visa? States that get more tourism should get more representation and fed (other state's) money etc?
