Nor were Native Americans untaxed counted and slaves only counted 3/5s.
The country did not have illegal aliens in 1790. Perhaps it time for another amendment.
That is the only way you can make this constitutional. Trump’s memo, however, was obviously not, leaving aside the impracticality of what he ordered. Until then, stick to “whole persons” and focus on real issues faced by our country. Most Americans are tired of his political distractions in the form of unconstitutional executive actions.

think of it this way.... I live in NY, but also own/rent residences in TX, FL, and PR...should I be counted 4 times as they are all legal residences....should I be allowed to vote 4 times too???

The census includes everyone that fills the census out.

^^^^They most certainly can.
That is not true. Trump tried to get it on the census and it didn't happen.

Do I have to fill out the census if I am not a citizen?
The U.S. Supreme Court blocked the inclusion of a citizenship question on the 2020 Census. ... This meant that all people living in the U.S., including non- citizens, should be counted. Information that you provide on the Census (which will NOT ask about citizenship status) can't be used against you

President Donald Trump signed a memorandum Tuesday claiming that undocumented migrants should not be counted in the census for purposes of deciding how many members of Congress are apportioned to each state – though the practical impact of the president's expected move is uncertain at best.

"Respect for the law and protection of the integrity of the democratic process warrant the exclusion of illegal aliens from the apportionment base, to the extent feasible and to the maximum extent of the President's discretion under the law," Trump said in the brief document.

"If we change the words used, maybe we can change reality."

Illegal aliens/immigrants are what they are. They have no legal standing in this country. They knew they were breaking the law but did it anyways. They knew that they would have no legal standing when they illegally entered the United States. Counting them presupposes they are citizens. They aren't.

If state and local governments want to foot the bill for emergency room visits, welfare and public schools, that is their choice. That should not give those states the right to inflate their census tallies in order to add Congressional districts and get more federal money. They're actively choosing to aid and abet criminal behavior, they can foot the bill on their own dime.

If the Dems want to go all the way to the Supreme Court on this one, they're welcome to do so. They'll lose. They don't have the right to count people who have no legal right to be here.

Kinda smacks of the South wanting to count black slaves prior to the Civil War, just because they wanted to inflate their census tallies, doesn't it?

I mean, slaves were not considered citizens, or even human, but they were counted (or, each slave counted as 3/5ths of a person), in the census.
Since they can't vote, they shouldn't be counted.

They don't vote, do they?

I can’t believe that they were to begin with. We’re not allowed to get an accurate representation of the population of our citizens? Can you imagine if republicans flooded their districts with unlawful Eastern European Christians to skew political representation? There would be a national outcry, people would be arrested.
