Wow! So the Russians forces are so degraded and have so little concentrated combat power? Well then, the Ukrainians should be able to march right to the Russian border and beyond pushing those weak Russian units aside. Interesting that ISW does not mention the combat status, losses, and current capability of Ukrainian forces other than to say that they might launch counter offensives. Nebulous. And the Russians aren't using the full personnel of their military that they could be in Ukraine. Why not? Perhaps it is because they aren't needed.

I also wonder why Ukrainian morale is so low with desertions and refusal among the troops to fight then?

Hmm.. Oh well, maybe the Ukrainians will launch their "counter offensive" with the Ghost of Kiev leading them and take over Russia. Remember Ukrainian farmers using their pitchforks to disarm Russian combat troops in tanks and then using their tractors to haul those tanks away? Well, maybe the Russians will be chased out of Ukraine after all. But I'm not holding my breath on that one.

Certainly mistakes were made, but it ended as a feint. Russian forces did advance on Kiev, but then stopped. Why? Because they could not hope to take Kiev with only 40,000 troops - it was a diversionary move to force Ukrainan troops to defend Kiev so that there would be less Ukrainian troops in Donbass, where the main attack occurred. And the Ukrainians were not able to dislodge the 40,000 Russian troops from the Kiev area until the Russians decided to leave.

Umm... no. Putin is not using his full military potential in Ukraine and he doesn't care who is waiting for him to do so. Obviously, he isn't doing so because he doesn't need to, with the Ukrainian Donbass fortifications blown apart through the forces he has there. Another reason may be that other troops should be available at other potential flashpoints. Russia is a big country that has a lot of area to cover. Troops should be ready to respond at any time.
