I can see it happening, as most small businesses need to get more cash flow going so they can regain a steady financial footing.
As TW suggested, the customers do not have to patronize the businesses that add the charge.

It would not deter me from local restaurants that we prefer. Corporate chains are a different matter though.

Unfortunately this seems to be one of China's more effective products. It didnt need to pass quality control afterall... ...now the testing kits?...different story.

Well, lots of funny things are bared too much in Walmarts on a daily basis, and some cannot be unseen. lol
