I would say it was a tie. Obama seemed like he wanted to be there this time, but offered no plan to turn the economy around other than raising taxes. He did not understand the basic economic theory of supply and demand for gas prices.
Once again, we see a democratic failure. Obama was more passionate about his views, but was ALWAYS rebutted with the fact that he had promised such measures four years ago and failed to deliver the desired results.
Obama was simply rehashing his promises of four years ago. The problem this time was that he has a record of four years of failure which could be readily recounted (and Romney did!).
Obama was more passionate and did not appear as a zombie, as he did in the first debate. However, in regard to factual responses and solutions, he was wavering and wondering, just as he was in the first debate.
It was clear that we have had an empty suit in the White House for the last four years who cannot explain what he has done or articulate what he will do differently. This was a stronger showing for Obama (one could not do any worse), but was a clear policy defeat.

That blew my mind. Supply is up, then why are has prices so damned high???
I get trying to look toward the future with energy, but you can't put all those eggs in one basket which is what Obama did. We can't be bankrupt now for the sake if the future.
Changes need to be made gradually and not at the expense of everyone now.
We keep doing this, there will be no future to contend with.
Proof that Obama hit a nerve tonight (aka did very well): Go look at the P&C and Election board. They are lit up like a X-mas tree with people screaming insults about the moderator and taking her words out of context to the nth degree.
This is all about Obama not sending aid when a cry for help was in motion, well known and refused in a ridiculed way after many many requests.
There cannot be any evidence or substantial report showing the terrorism was caused by an internet clip because we know it was not the cause...
therefore, if there is no evidence for the cause being an internet clip...then how was Obama ...CONVINCED IT WAS CAUSED BY AN INTERNET CLIP....therefore he must of made the whole thing up. Where is the intelligence report, where is the evidence that it was an internet clip that caused him to say these things for two weeks ...( BS...he out and out made it completely up and lied...causing all that unrest, dollars and embarrassment in the whole world, because the agents in distant lands needed serious help and were ignored out of the preferred business for the day. Total non interest in the serious events including repeated requests for protection which we know, is a high WH priority issue. But not for Obama.

I didn't watch last night but likely so the questioners wouldn't get tongue tied when it was their turn.
The format I've seen the most is that questions are written down and turned in where a team of people from the debate/forum sponsors go through them and weed out any duplicates or "Are still beating your wife?" type questions and the Moderator reads the questions to the candidates.
