Actually, it's more like anybody who follows Hip Hop knows Baltimore really doesn't do Hip Hop at all. But when they do, they put out stuff that sounds like ATL trap music. Or St. Louis rap.
Hey Banjan Yankee did you know the producer of that song 1-900 hustler is Virgina producer named Bink and roca fella had a female artist from VA Nicole Wray?

It's not about being "soulful." It's about regional identity within a particular genre of music. Hip hop has (or used to) a lot of regional variation and certain artists possess a sound that's associated with one of those regions (e.g., Jay-Z with the East Coast/North, Snoop Dogg with the West, Outkast or Scarface with the South).

It's "Timbaland." Timberland is the name of the company that makes the boots.
Timmy and Pharrell make beats that defy regional identity (which is a big reason Jay-Z likes them). They're also capable of producing music for artists ranging from Justin Timberlake to SWV to Daft Punk. They are just talented producers. It's the same thing with Will.I.am. He can make a beat for Justin Bieber just as easily as he could for Rick Ross.
But the fact remains that there are certain sounds (and artists) associated with certain regions. And Baltimore produces hip hop that's more in line with southern hip hop (Gucci Mane) than it is with northern hip hop (Jadakiss).

Right. So who is one Baltimore rapper with a sound similar to Jadakiss, Fabolous, Sheek Louch, Freeway, Beanie Sigel, Cassidy, Benzino, etc? Who would you consider to be a true "East Coast" rapper out of Baltimore?
And you could just as easily point out A$ap Rocky as you could Meek Mill. But that's only because hip hop in general has more of a southern slant in 2013. When people talk about "East Coast" rap, DC and Baltimore are not in that conversation.
