Fill out the application online or in person, then show up at the establishment every few days. Say you are wondering about your application. Eventually the manager might get sick of seeing you and interview and/or hire you. Sorry! It's a screwed up system. Not sure what else you can do.

People forget that most of the time when being unemployed you have to wait

for someone to be fired
for someone to resign
for someone to be promoted

in order to have a opportunity to work at a company. So that has and will always be the main challenge of finding a job because you have to wait for a position to become available.

However in high turnover occupations, new hires happen weekly--if not even more often.

And turnover rates are not at pre recession levels. Anybody who has a job holds onto it as if it's a prize possession. Gone are the days when you can just quit and find something else within a couple of weeks. This isn't the 1990s and early 2000s.

High turnover rates aren't always due to people "quitting."

In 2011, I got a new job, where nobody was fired, resigned or promoted. One dept opened up 50 positions 3 weeks ago. We already have 20 set to start next week. There will be more jobs at company expanding and adding new positions than at the companies where all the openings are from quits, being fired, or promotions. Promotions are especially hard to come by.

Another good point. Anywhere I go I always hear how happy someone is to be working which is a clear sign of them treating their position as a prize possession
