All it takes is a dictionary. You are right.

The reason bad bills are passed is emotion and lack of foresight and discernment. Plugging the hole in the dam isn't going to fix it, but that is why some people end up voting for legislation that they can read, but do not understand its far reaching implications. The intent is good hearted, but one needs to vote with the brain, not the heart.

Prop B does not involve only licensed breeders, but all owners of animals....it affects everyone, including the farm industry.

REALLY?? please show me where it talks about cows or horses or sheep or pigs or chickens or ducks or turkeys or mules.....

i just don't understand how a dog breeder can be forced out of business by being limited to FIFTY breeding females...... .... lets do the math.... 50 litters of puppies per year at, oh, say, 4 puppies a litter = 200 puppies .... multiply that by the estimated $100 or so minimum they would get from a broker... and we come up with about $20K .... not a princely amount, but oh well, maybe a more humane and compassionate means of support should be sought if that is not enough..... one that does not inflict pain and torture and misery on living breathing beings......

You're right, that was an assumption. Let me change what I said:

You either have not read the ballot initiative or your reading comprehension is very suspect because there is literally nothing in said measure about anything other than breeders of dogs.

This type of bill is just a foothold for radical animal rights activists, that, as usual, name call and tell everyone who doesn't drink the kool-aid how stupid they are.
