Not exactly the opposite. The US could create funds through deficit spending, then buy the same Trillion dollar portfolio if we the people or our elected officials decided to save at the national level.
It has surplus based on it's oil fund taxes, rather than a deficit between the amount gathered in taxes and the amount soent by Government.
Norway had the largest gas and oil field in the North Sea, and used taxes and revenues from the nationalised oil companies.
Norway is not investing the money in to remewable energy as it looks to the end of oil and gas production.
Although Norway is not in a unique position in terms of renewables as lots of countries have the potential for solar, wind, wave and other renewable forms of energy, although it is now in a very good position regarding the sovereign wealth fund.

OK, better IMO.
The USA could certainly do the same or similar. But as the USD is so freely usable all over the world, it makes little sense to save in such a way. But maybe more sense than the federal gov't saving in USD's.
I read horror stories about the NHS in the UK nearly every week. I watch old Britcoms from the 1970s, 1980s and 1990s and they ALWAYS made jokes back then about how horrible the NHS was. People would dream about having private insurance. My British friends can afford private insurance so have BUPA

The NHS is very popular in the UK and the British self deprecating sense of humour is famous.
The NHS a vast national organisation, with a lot of world class hospitals including major teaching hospitals and research hubs. Care is continually monitored and inspected by the Care Quality Commission (CQC) who can take measures if care is not deemed to be up to standard. You can broswe the insoection reports for your hospital on-line.
90% of people in the UK do not have private health insurance, and private hospitals are usually smaller hospitals with less emergency treatments and do not have the facilities available at the major teaching hospitals. It also should be known that many of the world famous hospitals in the UK actually take private patients from abroad, bringing in revenue for the NHS. Whilst the current Government has recetly announcec a £20 Billion increase in NHS Spending.
There are equally lots of horor stories about the US System and most people in the UK would not swap the NHS for the US system.
Recent NHS investments have included new state of the art regional cancer centre investment, the development of major trauma centres to compliment the Accient and Emergency system and many hospitals have heli-pads in orderthat the 40 UK Air Ambulances and Coastguard Helicopters can land safely.
I disagree that socialism doesn't work -right leaning politicians did a good job of getting that mantra to the masses here in the 80s, but time has shown that economic policy, is situation dependent.
