The county clerk doesn't perform marriage ceremonies at all, it's not part of her job, Issuing licenses is part of her job, and she can not refuse to issue them, plus she is the ONLY county clerk in Rowan county hers is the only office in the county to get marriage licenses, so who did she refer them to?
The bakers violated state LAW. The judges aren't.
