You misunderstand- there are no tenants identified for the new building prior to construction - thus it is speculative. This is a sign of confidence in the market. The existing buildings are fully occupied per the article.

THIS is how you do urban infill development College Park! Urban Outfitters will be the anchor and it looks like Applebee's will be one of the tenants. There's no timeline but I think it may be 2016ish.
