Uhm, the vast majority of European countries has set 18 as the legal drinking and purchase age.
Yes the vast majority but there are a few that allow 16 yo like England, Scotland, Portugal, Luxembourg & Leichtenstein where they can drink at 16, Malta at 17 and there are some countries like Norway, Poland and Romania which don't have any age restriction.
Norway hasn't specified a legal "drinking age", but the police can confiscate alcohol possessed by minors.
Same for Finland, alcohol held by minors on the street is being confiscated, but if Mom offers you a glass of wine at home she is not held criminally responsible.

Well, it kinda depends on the social context here Every day on your own? You have a problem. Drinking a pint for lunch with colleagues? No problem. Even if there is work to do afterwards...

The Brits looooove to party. There is a huge underground/alternative electronic music scene and has been for a looong time. the whole rave culture pretty much started here in the late 80s. Acid house then jungle, drum and bass. Techno and Electro are big, too. Ever heard of "The Prodigy"?, "Carl Cox"? They are huge in the UK, Europe and the rest of the world. Not Brittney Spears huge but that's just mainstream radio music. Nothing to party to. So many good Clubs in London, not much anywhere else comes close. And I have been around the block, believe me.

Well, if you are 16 and drinking on the streets, the police will certainly confiscate the alcohol, but it's completely legal to have a glass of wine with a meal at a restaurant, although an adult has to order it (except in Scotland, where you can order it yourself).
If you're between 5 and 16, there is no restriction on the amount of alcohol you can drink at home, oddly enough. Want to get drunk at 10? Do it at home - that's no problem. Out of sight, out of mind.

But I guess that is the norm throughout the Western world, or at leat in Europe.
If a minor is at home or a restaurant and his mother wants to give him a glass of wine or a beer, what kind of law can penalize it?
