What has been translated into English as predestination is more like to have foreknowledge.
What God chose to foreknow was positions [ sheep / goats ; wheat / weed/tares, kings/priests, etc.]
God was not choosing persons who would fill those positions but that those positions exist.
Where specific persons are mentioned is because of a direct connection to Messiah coming in the first century.
That had nothing to do with mankind in general. We are all free moral agents with the ability to choose to be humble sheep or haughty goats, or choose to be genuine wheat Christians or fake weed/tares Christians.

Temporarily so much of earth is not inhabited, but please notice Isaiah chapter 35. Even the desserts will blossom as the Rose. That will start to be fulfilled during Jesus' coming 1000-year reign over earth.- Psalm 72 vs 8,12-14; Isaiah 11 vs 6-9

If we have not been assured that we are possessors of the Holy Spirit, it would behoove each one of us to beg our heavenly Father and His Son to give us that Spirit to help direct our thoughts and actions, so that we may be able to inherit eternal life. Peter says in Acts 5:[32] And we are his witnesses of these things; and so is also the Holy Ghost, whom God hath given to them that obey him.
