Los Angeles, in spite of itself. I'd call this pairing a mismatch, because LA simply has so much more of everything except maybe parkland per capita than Little Rock does. Museums, entertainment, shopping, dining, you name it.

(Oh, and: per the OP, we're supposed to state why we would rather live in place A than place B.)

Santa Fe because it's in NM - one of my favorite states. I love the history and character.

Jacksonville... Not crazy about either choice but Jacksonville at least has a D1 university in town and is an hour and a half from Atlanta.
