Montrose, I'll pass on CA's Central Valley. I love Colorado and Montrose is near the San Juan range which has the best mountain towns and peaks in Colorado (Ouray/Silverton/Telluride).

Phoenix or Seattle?
Seattle, for about 100 different reasons, including water, scenery, temperature, and overall outlook.
Los Angeles, in spite of itself. I'd call this pairing a mismatch, because LA simply has so much more of everything except maybe parkland per capita than Little Rock does. Museums, entertainment, shopping, dining, you name it.
(Oh, and: per the OP, we're supposed to state why we would rather live in place A than place B.)
