After 9/11 the US invoked Article 5.
Article 5 has been invoked only once and it was by the US. And that didn't happen until October following the 9/11 attack.
You can't just willy nilly "go to war".

France has not invoked yet.

OMG, all I said was ONE WEEK is not enough time for HALF the U.S. population to die from not having electricity. I didn't say it wouldn't happen but it's not going to be half the population in just one week. Most people have enough bottled water for at least a few days. All I disputed was the number in that length of time.

The US did not attack Afghanistan within 3 days. The United States started a dialogue with the Taliban and asked for them to hand over Osama Bin Laden and possibly some others, but whatever we did we were not bombing within 3 days.

"Syria" isn't an intact country anymore and hasn't been for now a couple of years ...

Yes … This will be a NATO situation …

But we also need to call up the UN Security Council, a la Gulf War I ...

French President François Hollande called Monday for a meeting of the United Nations Security Council to discuss a joint response to terrorism, and asked the French Parliament to enact sweeping constitutional changes to better allow authorities to deal with modern terrorist threats.

Syria is the mess it is because of war and instability, we make things worse not better.

Maybe if we had helped Assad push them back those extremists wouldn't have made so many inroads.
Instead we funded the "rebels" and waited for Assad to fall.
