You can stop him because you can touch him and restrain him if need be. Unfortunately it gets pounded into a teacher's head that they can't touch the students without risking termination and/or arrest.
Besides, the incapacitating injury could have taken the teacher by surprise.
So they call in cops to do it. Teachers shouldn't touch a kid, but the cops can. If you can't see how ridiculous that is I don't know what to say.
Ok! Ok! Ok! Who remembers watching that old movie The Bad Seed? It creeped me out for years. This post reminded me of it. Indeed, some kids can be born damaged.

I don't know, but when I was a kid teachers never had a problem handling five year olds, or even older kids.

These aren't the good ol' days and a lot of things have changed. Do you thinks today's parents still act the same way your parents did? All the bad behaviors you see on youtube or whatever, does it suggest to you that things in our society are still like they were twenty, thirty years ago?
I kind of feel the same way. My grandson will be 9 this summer, he's the size of a 12 year old. I can stop him still if needed.
Even my granddaughter at 5 is big, she has nothing on me. My arms are way longer then what she can reach lol Same for grandson. He keeps thinking he can over take me playing around. My arm length wins out lol

Do they have a mental health disorder? I doubt this story is about a neurotypical child.
I am able to restrain most of my students perfectly fine. Every now and then there is a student who makes it difficult, especially when caught by surprise or when trying to quickly get them away from other students.
And yes, despite what some posters claim, teachers are able to restrain students and are even given special training on how to do so.
Heck, when I was in school (OK, way back when), even the Special Ed students weren't violent. Another feature of modern society, I guess.
Or more likely, back when you were in school, these students weren't integrated into the classrooms. That doesn't mean they didn't exist or that modern society somehow created these disorders.
