Far as I can tell, Russia is the only country where mandatory vaccinations are starting to become a thing. The first thing I've agreed with in a while. But I sure would not want a mandatory vaccine of their EpiVacCorona which doesn't even work!

From what I see here, they are not closing anything in Moscow, but beginning from the 28th of this month, they want to start admitting people to the eateries only with QR code.
I.e. those that got vaccinated or already had Covid, or who have been tested negative for the last three days.
With other words, the government wants to take more aggressive approach, when it comes to vaccination.
As I've said, they opened Moscow for international flights too early, and hence - the problem.
There is nothing there about "17 regions," but I see the mentioning of 10 regions, that make vaccination now a must.
( Moscow and Moscow region are among them.)
When it comes to "closures in Moscow" - no, it's not the restaurants and eateries ( they want passes with QR codes as I've already said,) but Sobyanin is planning to close the gatherings of more than 1,000 ( 500 judging by other sources) people - that's what it sounds like.
Those QR codes are going to be enforced yet again.
"Kommersant" is talking about situation in MOSCOW yet again.
Because Moscow specifically is the epicenter of this new wave of Covid.
As I've said they've opened the borders ( international airports) way too soon there.
The video of SPB hospital wasn't fake. St Petersburg closed food courts, indoor playgrounds and won't serve food at the soccer games since last week.
Moscow Bars and nightclubs close at 11pm, its also in his memo. Some clubs I used to go to barely opened by 11pm there. Anyway, I didn't read all of it to determine what each restriction was. The point is, restrictions are recurring as a result of the 3rd wave and this is not only confined to Moscow unless you think mandatory vaccinations in certain regions are out of the blue. We can't rely on Russian covid statistics anyway since they have undercounted the death toll. Their pandemic excess fatality rate hit 475k recently.
