I'm confused. German troops are located near to the Russian border at the moment or the Russian troops near to Germany? Are American missile defense systems close to Russia's borders or are the Russian systems close to US?

They are NATO troops, and they rotate, at the moment German aircrafts (not enough to warrant an attack on Russia btw) are guarding the Baltic airspace, they rotate this duty around all the time. I hope you and Russians can sleep easier if it is Portugals' turn.
Russia invaded Ukraine and Georgia recently, so Russia is clearly the aggressor.

Russia did not bomb the capitals of Ukraine and Georgia. NATO bombed Belgrade.
And we both know that Russia did not provoke conflicts in Ukraine and Georgia. NATO provoked these conflicts.
