I don't see Putin selling any "tactical nukes to Taliban."
I do see him however selling it to Iran.
The difference is, Putin sees Taliban as a primitive tribal society ( thus unpredictable,) while Iran represents the old, stable culture and state rules.

I agree...I was just trying to make a point.....the expression on the American negotiator facing Putin would still be the same with Iran
America can only beat up on weak nations with impunity. Americans are excellent soldiers with very high-quality equipment. But country should turn into a military machine for victory. Is US ready for this? Russia is cornered, Putin will not be able to retreat if Russian soldiers die in Syria as a result of an attack by NATO countries. If missiles start flying in the Mediterranean, a nuclear war can begin at any time. Stupid situation.

Bad plan. These weapons will attack Russia in a week.
There is also the Azerbaijan airline Silk Way airlines which was contracted by the Saudis to run weapons to terrorist groups in Syria, Iraq, Afghanistan, Somalia, Congo, etc. They operate under diplomatic cover to evade customs search.
I remember the British were also caught arming Al Shabaab in Somalia who they were supposed to be fighting against.
There is a lot of this double dealing by the US and the others in the fake war on terror/drugs. The only one that blew up was due to a border agent being killed by one of the weapons distributed to the drug cartels. It later came out that the DEA was managing the drug trade with the Sinaloa cartel for more than 10 years and that was the end of El Chapo once it leaked out.
