The current Russian cat craze was triggered by that cat switching incident on aeroflot a few months back. At least that's my understanding... Viktor the cat. I'm sure a Google search of 3 words: Viktor, aeroflot and cat will explain.

And in all honesty I don't think that Russians are all that crazy about cats overall.
It's just cats are easier to keep in apartments than dogs, and that's why so many Russians opt for cats.

I’m not sure that it is exclusively Russian addictions. But a good joke: the Internet is based on cats and porn.
I think he is starting the transition of power, but he does not want anyone in the future to have as much power as he did. Plus, giving more power to the PM and parliament will give him and his designee more influence after he is out of office. Just a guess.

OK, so from what I am gathering right now, one of the ( still acting) MP is calling it "a revolution from above" referring to Putin's speech in front of the parliament.
Putin is turning 180 ( comparably to his approach/speeches in the past) and announces the "socially-oriented" society as the new goal for Russia.
I think he heard all the grumbling and unhappiness of Russians, that in relatively rich country there is such big segment of the poor, plus the inequality is enormous, (and THAT of course what prevents the population growth in Russia big time.)
Russians already knew that big chunk of of today's Putin government are ultra-right forces, and apparently all the debates ( in terms of social programs) were going their way. ( Which in its turn was diminishing the personal popularity of Putin.)
The "tight budget," recent "optimization" of medical services ( read an increasing attempt to charge population for health care,) closing schools in the rural areas, and the last but not least - a long debate about the school lunches ( whether they should be free for all/poor only and so on) are coming to end, since Putin is coming to a conclusion apparently that all this stunts the birth rates in the country.
he is not buying any longer the arguments of current MPs that "it's the natural process, and dwindling numbers of Russian population should be patched up with the help of incoming immigration ( from Central Asia mostly, that serves as cheap labor for the "big biz.") But Russians protest against it vehemently, pointing at the fact that there are plenty of Russian families out there that would love to have children but can't afford them ( and thus Russian women refuse to have them.)
I guess Putin put two plus two together and is willing to make a U-turn, channeling part of the "National fund" money into the social programs ( support for motherhood first of all) instead of running "tight budget" and all. He is talking about the "socially-oriented society" now. And that's the reason for the dismissal of the current "ultra-right" government I guess.
That's what it sounds like so far.
But I'll keep on watching/listening what else is out there.
Armata T14, delayed yet again! The first batch were supposed to be in use by the army by now. Actually, back when putin was convincing Russians they had a first rate army he promised 2,300 delivered by now. At least nobody holds them accountable over there...
