I have noticed a Hawaii License Plate in Virginia a few months ago. The entire time I thought to myself how inefficient that was...it would probably be a lot cheaper to sell your car in Hawaii and then buy one rather than pay to transport it and then drive it to Virginia. Not sure if these people were tourists or had relocated...
I've seen every state license plate, along with Ontario, Quebec, and Manitoba in Charlotte and surrounding. Occasionally I'll see a European plate.
About a year ago, I spotted a polar bear plate near the Southpark mall. My first thought was it was a logo for a car company, or something like that. But when it got close to me, I saw that it was a NorthWest Territories license plate. That was probably the rarest plate for a North American state/province that I'll ever see.

Here in Michigan we see alot of plates from the south, especially KY, TN, Ga, Al. Obviously we see them in the summer. Also Ive seen alot of plates from the northeast states as well. NY, Pa and NJ are not that uncommon. Michigan gets alot of tourism, so really you could see plates from anywhere. I even saw Alaska twice this summer. Hawaii is the only one ive never seen.
Here in Boise I have noticed quite a few east coast plates: Maine, Vermont, Florida, and today I saw a few Jeep Wranglers with New York plates.
You might see Massachusetts in a day or two. My friend just moved out there.
Here in Boston, I've seen about all of them. I saw Wyoming today. The only one I can't really remember seeing was Hawaii.
