This is offensive. Sales in the market rate units are being completed (meaning people can live there), but nobody has moved into the affordable units. Why doesn't the city prohibit sales of market rate units before any of the affordable units are occupied? This was 3 weeks ago.

When did you hear that? Unless you already signed documents letting your file be sent to HPD, they still need to get HPD approval before you can sign a lease.
