As for the poverty and incarceration rates on Puerto Ricans and Dominicans, do you have definitive data from a legitimate source to support this assertion?

The Myth of Hispanic Crime - The Unz Review

Ricans have the second highest incarceration rate in the US after blacks. For example, Puerto Ricans represent 30% of Hispanics in NY but 60% of the Hispanics of the state's prisons, similar rates can be found throughout the Northeast US, CT and PA have the highest rates with Ricans being half the states Hispanics but up to 80% of Hispanics incarcerated, meaning Ricans are on average 3-7% of the Northeast states' total population, but 20-30% of these states' incarcerated population. Florida is different having alot of wealthier Puerto Ricans/Hispanics and poorer whites compared to the northeast. Connecticut has the highest percentage of Puerto Ricans and also has the highest Hispanic to white ratio, meaning for every white incarcerated in CT there's 8 Hispanics. On any given year, NYC's jail Rikers island is about 55-60% black, 35-40% Hispanic (damn near all of which is usually Puerto Rican, Dominican, or Mexican, with Ricans usually being over half), nd the other 5% is mostly whites and asians, a similar situation can be found in other city jails and major prisons throughout the northeast, tho Ricans make up a higher proportion of the Hispanics.
And everybody knows Ricans and Dominicans are among the poorest Hispanics.

They both heavily mulatto/triracial ethnic groups. Despite all this, there's significant overlap in appearance, its extremely common to see Dominicans who actually look like the stereotypical Puerto Rican and vice versa. Comparatively, its rare to find a Caribbean Hispanic who looks anything remotely like a Mexican.
Tribes of the Caribbean have been extinct, or have intermixed with black slaves and European settlers in the early days of colonization. But they don't exist anymore. Why Puerto Ricans look more white? In the 1840s many Europeans immigrated to Puerto Rico and intermixed with the mulatto population. Plenty of Puerto Ricans with Corsican, genoese and French last names.

Spanish last names are also European in origin, though

Do you happen to know the incarceration rate for non-PR/DR Hispanics in NY?

American born people of color are more likely to have involvement in crime than do their foreign born (including Island PR born) peers.

Given that the PR population in NYC consists mainly of people who are 4 generation, when we look at the late teens/early 20s cohort, the group normally involved in violent crime, then this will suggest that they will have higher incarceration rates than do Dominicans. Dominicans in that age cohort tend to be either island born, or raised by parents who were.

When we have sizeable numbers of 3rd generation Dominicans in NYC then we can see whether the are less criminal prone than are PRs. After all the largest group of criminals in LA jails are Mexican Americans, contrasting with the Mexican population of NYC, which is among the least violent.

Their Spanish is different (Puerto Rican Spanish is in my experience harder to understand). OTOH - I don't have much experience with people who were born in the Dominican Republic. Have only met one person from there since we arrived here 24 hours ago. He was the manager of an upscale (chocolate) boutique on Madison Ave./78th Street. We chatted with him a bit and he was a very pleasant well-spoken totally bilingual guy. Note that we have tons of Puerto Ricans in central and - increasingly - north Florida these days. And they're pretty much all over the place. Hard to generalize about them as a group (except that their Spanish is hard to understand). Robyn
