Would it be possible to just build a new, mock office of mayor. Slowly just start getting others on board with the new mock office. Appoint real people to serve. Build a new office until it serves as an unaccepted auxiliary government office. And keep going with it until the public gains trust with the mock office, and the people recognize the workers who also speak on the news. Until the public begins rating the new office better than the existing one. So on and so fourth until the clownshow is inoperable and sanity, justice and New York is restored.
