Basically Stewart-Cousins and Heastie believe that black criminals (the vast majority of criminals) should be able to commit crimes, even violent crimes, without any prison time. I don't know how Adams can combat this way of thinking but time is running out for him to do so.

Balancing the issues of justice and safety?!?! Since when are justice and safety so opposite of each other that they need to be "balanced"? I thought they were on the same side of balance, where getting justice for the victim automatically increases safety (because criminals can expect justice to be carried out against them, and therefore think a little harder about the decision to commit crime).
