For the city, yes. For the Black population, no. The stop and frisk has pretty much made many African-Americans not trust the police or cooperate with them. If I'm Black and I'm not breaking the law, why should I be frisked and searched for no reason?

This thread is kinda stupid, no offense to the OP but Americans know so you don't need to promote it and how can promoting it help anything? You promote it on tv and black men get hired at a lower rate and laid off more often than it is now.

You're not doing anything, you know Americans can't tell between

Threatening negro or Non Threatening negro

and alot of innocent people like me will feel the result of some **** they seen on tv...

It's hard enough for black men, you gonna make it even harder?

Think about what happens to that 10%.

A better question is, what happened after 1970 to make the illegitimacy rates go up?

Illegitimacy does have roots in slavery, but alot of things started going up in the 1970s.

Welfare and that NO dudes, even husbands, were allowed to live with a woman while she was collecting it. A real bad mix right there for trouble down the line.

I wouldn't say welfare in itself did that. I would say the policy that came with it did. I say that welfare should be reformed to where the man can live with the woman when she's collecting welfare. If the man doesn't have a job because of a layoff, he still needs to be there, and the family needs help to get on their feet.

Sounds just like those folks that say "Not to be racist" or "I'm not racist, I have black friends" and then they follow it up w/ something racist, biased, or stereotypical

I've seen this before. Those very persons are trying to mask their racist attitudes, but they're visible.

Don't end welfare, but have strict requirements for receiving benefits.

Some ideas:

1. Mandatory work for the men. Not job hunting, but actual work with high standards of performance. Penalties for non-performance can vary from work re-assignment to termination of benefits.

2. Strictly prohibit co-habitation, long-term and short-term.

3. Prohibit contraceptive use for unmarried women.

4. Prohibit abortion for all women.

5. Prohibit pornographic materials in the home, including electronic media.

6. The second child (and any subsequent children) born out of wedlock must be placed up for adoption.

7. Mandatory association with an approved religious congregation (i.e., a non-Islamic congregation with high moral standards and discipline).

Furthermore, state and local jurisdictions should have the power to declare martial law in drug and violence afflicted communities (i.e., early curfew, swift justice, boots on the ground).
