The other option is just "delusional." It takes a special kind of dissonance to argue that a group that passes laws that end access to abortions, isn't against abortions.

His argument is that since there is a minority of Republicans, mostly in more populated areas, who refuse to sign on with outlawing abortion, we cannot describe the Republican Party as a whole as one that wants to outlaw abortion. I will be waiting with bated breath for him to extend this logic to the Democratic Party and assert that Democrats do not want to control guns, since some Dems, a minority, oppose it.
Conservatives simply demand that parents proudly stand on their own two feet and pay for the needs of their children without having to run for help from the government.
I know how literally true your point is. One time in Oklahoma, a bill tried to be passed that would allow a women, who didn't want her newborn baby, to turn it over to someone else for care without questions being asked. It was helped this would reduce the likelihood of the woman throwing her just born infant in the dumpster. But a conservative Republican opposed the bill, because it would allow women to get away with the crime of child abandonment.

Now, let's be real and post what is the true story: Cuts and not the same as stripping:
The huge majority of those who abort do not do so because they can not afford to raise a child: People who depend on the government to support or help support them do not abort.
There is an option many choose to overlook: it is called adoption
And now tell us what centers provide services to newborns and young children that are being cut? In fact what centers provide help for newborns period?
You really need to research before you post something.
Which is exactly why abortion should remain accessible to low income women. Because it's never going to change in the way modern America functions.
