During the very short time Opium was taxed it was done to discourage it's use and because the Chinese weren't very well liked in this country.

all the people that smoke pot.. could be 40 to 60 million in jail right their alone

all the cigar and cig smokers in jail

all the people that do big pharma drugs illegally..

all the people that do cocaine..

all the people that do drink alcohol of any kind beer, wine, hard liquor..

all that do heroin..

crack..

meth.

psychedelic mushrooms..

and so much more..

Look, I have been pro-legalization for years, on the grounds that you have the right to decide what you ingest into your body.

But if the taxpayer is going to be required to pay for your rehab, emphysema, dementia, or whatever, then the taxpayer now has a say in what you ingest into your body. And "Uhhh" is not a counter-argument to this.
