Lol, the title of the article is absurd as most of the California is a coastal Mediterranean climate, no different than say Rome, Italy or Lisbon Portugal, not a desert. This just shows the elitism of the East Coast media and the hysteric, hateful, propaganda they love to spew.

It's no secret countries like the US, Russia and China have the technology to engage in weather warfare by manipulating the atmosphere thus affecting the jetstream.

So cities like San Diego, Los Angeles ,Santa Barbara, and San Francisco are located in deserts and not a Mediterranean climate? Six grade geography is calling your name and wants you back lol. With all due respect the great population centers of California like San Diego, Los Angeles, Ventura and San Francisco are not located in a desert, it is considered a Mediterranean climate zone, no different then say Rome Italy or Madrid, Spain. If I remember correctly I learned that in third or fourth grade in my geography class.

Los Angeles might get 15 inches a year. San Diego 10". That's dry regardless of the "climate".
I take it you've never been to the ocean and swallowed a mouthful of water. Converting ocean water into drinkable water is a very expensive process, not something that can be easily done in mass quantities.
You can afford health insurance,cable,Verizon wireless bill you can afford Pacific Ocean water.
Way back in the 70s people said that California needed to build desalination plants but no.......they chose to spend money on things like saving the delta smelt instead.
