So why would you desalinate salt water, when for a fraction of the cost, effort or energy expenditure (how ever you prefer to look at it) you can get the same net effect by reducing waste or increasing storage? If doesn't make sense, and I don't think reading your post yet again is likely to change that.

California is just naturally beautiful, with a beautiful climate on the coasts. Sunshine, beaches, mountains... all year round.

There is no reason to ration. That's the whole point.

The various interest groups are going to tear each other to pieces trying to get theirs in CA.

Got popcorn?

True, some. Generally, those counties west of Fort Worth are in very bad shape.

The lake we have a weekend home at, Cedar Creek, is finally, finally, back to normal levels.

T. Boone Pickens bought up a lot of West Texas water rights in the 1980s. He is a smart man.

Dessert? The same was said in the 1950's draught in western US. California and other western states including West Texas has long ignored the boom in population and water issue. they should think about converting sea water instead of wanting trains system that will not pay for itself. Take care of basic survival needs instead of beads that glitter.

Why is there no need to ration, what is the alternative?

Pump more water to California and start desalinating the damn Ocean.

Water is not a scarce resource. It's renewable, as is the solar energy that should be used to harvest it.

Where do you want to pump it from?

Are you willing to pay higher rates for desal or do you expect others to pay for your water use?
