So why would you desalinate salt water, when for a fraction of the cost, effort or energy expenditure (how ever you prefer to look at it) you can get the same net effect by reducing waste or increasing storage? If doesn't make sense, and I don't think reading your post yet again is likely to change that.

There is no reason to ration. That's the whole point.
Dessert? The same was said in the 1950's draught in western US. California and other western states including West Texas has long ignored the boom in population and water issue. they should think about converting sea water instead of wanting trains system that will not pay for itself. Take care of basic survival needs instead of beads that glitter.
Are you willing to pay higher rates for desal or do you expect others to pay for your water use?
