As long as their is capitalism, there will always be "takers"; it's a side effect, as there is a legally determined minimum standard of living in this country (anti-homeless laws and occupancy laws) and that has a minimum dollar figure attached to it

The idea that there are "deserving" and undeserving poor is at least as old as Dickens. How about a little compassion for all the poor?

Sorry, that’s punished. You’re basically saying to a class of people that they didn’t have a good enough job to get more benefits. 10 K in food stamps for a family of say 4 wouldn’t even last you 2 years.
They can then return to work to earn more. The earnings basis would not be a single year, simply your last trip to being On The Dole. Plus, married couples, should be allowed to be 10x total family taxable income.

They should take from charity, as their great grandparents did in soup lines (not gov't run) during the Great Depression of the late 20s and 30s.

Charity usually helps out once a month and only for a certain amount of times per year. The need is greater than the supply so that’s not quite an answer either
