They had a huge army, and half of it was concentrated right to the west of the Donbass, and exactly on February 14, 2022 they started to shell towns and cities in the Donbass. That is the only reason why Putin, after many warnings, finally recognized the two Donbass republics, which allowed him to help them militarily in line with international law. Even the OSCE, a western org, confirmed the increasing bombing of the Donbass in its daily ceasefire violations reports.

This is the same Black Sea Fleet that announced a blockade of Odesa, but could not make it stick. Well, it's not really the same fleet - just what is left of it.
