Let's try to get past the Putin didn't react in 2014 already. That's in the past and can't be changed. What this recent vote in the US for more for Ukraine has shown the Russian people is that the US has no desire for any negotiations and that The West wants to destroy Russia even at the expense of bankrupting themselves.
If Russia leaves Ukraine how would that destroy Russia?
This site now has an article that says that the US and Great Britain are in the process of moving a MASSIVE amount of war materiel the likes that have never been seen before in this conflict to Germany and Poland. This materiel is for the gathering NATO troops that are slated to go to Ukraine and fight Russia. 90,000 so far and counting. Stay tuned.
From what I have read the material was prepositioned in Germany and Poland a few weeks ago, for quick delivery to Ukraine assuming the bill would be passed.
A senior White House official said President Joe Biden ordered the Department of Defense to deliver military equipment to Poland and Germany "a few weeks ago" in anticipation of passage of a supplemental aid bill to ensure immediate delivery once he signs the bill into law.
Pentagon spokesman Major General Pat Ryder said the U.S. would be able to deliver the anticipated aid "within days." He added the package will likely include air defense and artillery capabilities.
You ask very good questions. Yes, Ukraine is going to lose and nothing can prevent that short of a nuclear war. But then everyone loses if nukes are used. Ukraine's main problem is that they have a severe manpower shortage in their military that no amount of money or weapons can change. The West knows this but want this to play out for as long as possible.
Why? Most of the money goes to arms manufacturers and other corporations here in the US, a small amount does go to Ukraine and is pocketed by Zelensky and his minions, with a small fraction given to defend Ukraine along with any available arms and military supplies. This war is a great moneymaker for US corporations and US and Ukrainian government officials. Yes, they know that Ukraine is losing and will lose, but hey, it's a nice gravy train so that they want to keep it going as long as possible before Ukraine collapses. In the end, Ukraine will be blamed for this failure. It will be everyone's fault but not the US. They will most likely say that they gave everything they could in money, weapons, and supplies, but the Ukrainians couldn't hack it and failed. There are many scenarios that will exonerate the West. Stay tuned and watch what happens.
One more reason. If Ukraine loses, it all but guarantees that Biden loses in Nov.

An admission that Congress and the legal processes for funding this war are now largely irrelevant? How is this action by Biden any different than a dictatorship, you know, the ones we’re supposedly fighting?

So you're saying Ukraine collapses by the end of Summer and NATO joining the fight.
Which is it? They're pretty mutually exclusive.

Moldovan law enforcement officers conducted over 150 searches mostly at the Chisinau airport and in some personal homes after receiving a tip that opposition politicians who were returning from the April 21 meeting of Moldovan opposition politicians in Moscow, which resulted in the creation of the pro-Russian Moldovan Victory electoral bloc, were smuggling money into Moldova.[22] Moldovan authorities reported that they confiscated about 62,000 rubles (about $660), 3,000 euros (about $3,200), and over $1.1 million during the searches. Doesn't matter. Russians can support Putin until they're blue in the face, that's Russia's business. This isn't about unseating Putin - would be a nice bonus, but frankly, at this point he and the Russians deserve each other. All we want is for the the Russian army to move back to Russia - then they can support him some more, there.
