True, Racine Wisconsin is just about 50 miles north of there from nearby 94. There is also a commuter train station in that area as well. And Sheridan Road from there, is like the back way into the city of Chicago.

There is no "Gun Show Loophole," private party purchases aren't a loophole, and you can't legally purchase a gun out of state that isn't fully in compliance with the laws of your state of residence.

One could also doubt that right-wingers would shoot up people in an El Paso Walmart and high schoolers in Oxford, Michigan, but that is indeed what happened.
It's legal to purchase long guns out of state, and no address in the state of purchase is required. However, the sale must comply with both the laws of the state where the sale takes place, AND the state of residence of the purchaser.
Your link is only when someone buys from a licensed gun dealer. In Wisconsin and Indiana, when buying a gun from an unlicensed dealer or private person, there is no requirement for a background check.
If the shooter is really 18-20 years old, he probably bought it legally and probably passed the background check and probably didn't have a criminal history. We'll find out soon.
Only legal for residents of those states. It would be illegal for a resident of Illinois to purchase a gun from a private party out of state, and take possession of the gun without it being transferred to him by a licensed dealer in Illinois.
