As a longtime, former SF Bay resident, I'd probably go with Seattle in the summer. Especially compared to foggy neighborhoods like the Richmond and Sunset. Mark Twain may not have actually said what he is supposed to have said, but there is some merit to the supposed quote.

Other times, SF weather is clearly better, although not by much at times.

Well, years ago there was a joke running around eastern Washington....

The reason it is so dark and gloomy in Seattle is that God wanted to stick it where the sun don't shine.

Default Back to high school...

Since winds blow from west to east, and Seattle is east of the ocean from which clouds pick up moisture, and is west of the mountains, that means the clouds have to drop that water in order to be light enough to climb over the mountains. Maybe you remember your Physics classes? Hope you enjoy the graphic! Click on it to enlarge it. See how they're dropping their rain just before they get to the mountains?

Y'know, "gloominess" (like beautiful, horrible, wonderful, etc.) is only in the eye of the beholder. Do you mean "cloudy"? (The first is a judgment; the second is a fact. Big difference, right?) Lots of people think the cloudiness is wonderful. Judgment...

Physics classes don't teach you about weather... but more generic middle school "Science" classes do. :P

As for "gloominess", it's a fact.

gloom·y (glū')
adj., -i·er, -i·est.
  1. Partially or totally dark, especially dismal and dreary: a damp, gloomy day.
Clouds make it darker. You can't argue with that.

Seattle doesn't really get that much rain. Less, I think, than NYC or Washington DC. It is a lot less sunny, and yeah, sometimes for weeks on end there's a perpetual drizzle.

Move here from Juneau and see how "rainy" Seattle feels . It's all relative.

Yeah, it's not total annual rainfall, rather number of cloudy days that WA has granting this perception.

We do have, I believe the second most days where it rains. Second only to Olympia.

The gray is a lot more of why I think Seattle's weather sucks. If I had it my way, I'd have it rain half an inch in 20 minutes when it did. Not this damned water torture they give us.
