I don't think the number of colleges makes much difference but rather the size of the schools and their specialities that would be relevant to Amazon. Greater Toronto only has 4 full universities but one is monstrous U of T with 82,000 FULL-TIME grad/undergrad students.
I think it's safe to say that all the major contenders have good schools that Amazon would find enticing.I still say it's a battle between Chicago, Washington, Toronto, Philly, Boston, and Atlanta with Montreal, Minneapolis, Pittsburgh, Cleveland, Charlotte, and Dallas as potentials. Note I didn't say Denver as it has many good attributes but I don't think Amazon wants another Western city nor one in a Mountain time-zone. Frankly I would be surprised if Amazon even goes for a Central time-zone city

Yet another prediction ranking from Inc., though it only includes 6 top cities. It seems these prediction articles are finally becoming exhausted. This one seems more qualitative than quantitative, but another perspective nonetheless:

Inc. culled data from a number of sources -- betting sites, shipping experts, investors, and people familiar with Amazon, among others -- to come up with the following list of top contenders, ranked (more or less) in order of likelihood.
1. Atlanta
2. Chicago
3. Austin
4. Philadelphia
5. Boston
6. D.C.
