Laws are nice things to have, but let's face it: they're words on pieces of paper. Words that rich people who have no intentions of observing them will quickly and easily find ways to avoid.
Not that I'm advocating any such thing, but I have a sneaking suspicion that not much is going to change unless there's an actual revolt--complete with torch-bearing mobs who start executing the filthy rich. That would be one wake-up call they wouldn't be able to ignore.
