Well if you are a non person in records and you want to vote you have a problem.
Why would you not have your SS, a state ID, a copy of your birth certificate somewhere?

I have no problem with people having to register to vote; at which time they can provide various forms of id. I was just looking at Indiana's law since it was previously mentioned in this thread. For registration they will except a utility bill. This then gives the registrar of voters time to validate their citizenship.
