No in IL it requires:

A. To Register Online

  1. a. Copy of a current utility bill, bank statement, paycheck, government check, or other government document that shows your name and address.
  2. b. copy of a current and valid photo identification

  3. c. photo identification issued by a college or university accompanied by either a copy of the applicant's contract or lease for a residence or any postmarked mail delivered to the applicant at his or her current residential address.

What that check box does is provide a legal means to charge someone if they abuse the application.

I would love to see the questionnaire they had to fill out, cause if it simply asked if you are registered to vote it could be misleading.

So all you have to of is mail in a utility bill, bank statement or copy of a check fill out the application and check the box that says you swear you are a citizen.

No proof of citizenship or photo ID required. I think that's what InformedConcent said. One could get anyone's electric bill out of their box with the name and address, check the i dont have any of these identification numbers and get a registration card showing the voting precinct. If that person doesn't vote you can take their vote, even better if they are deceased since you dont have to prove who you are at the polls.

No, to do that you have to submit the last 4 digits of your SSN also. With the information provided you can look up the rest.

None of those necessarily prove U.S. citizenship.

Illegal aliens get both driver's licenses and Tax ID numbers.

The voter registration application itself merely allows one to self-identify as a U.S. citizen. No proof of such citizenship is actually required:

The SSN is linked to the driver's licenses and it didn't say anything about a Tax ID number.

to get a drivers licenses in IL you need to prove your SSN
